OPELOUSAS POLICE DEPARTMENT
Chief of Police
- as the duly elected Commanding Officer of the Police Department, is
responsible
for the structure, direction and operation of the department in its entirety.
This
includes the fiscal operations of the department.
Executive Secretary
- This person is responsible for the organization of the Office of the
Chief, handling
his scheduled appointments, correspondence and any other duties necessary for
the efficient operation of the department.
Assistant Chief
- This officer is the primary fiscal officer of the department. It
is his responsibility
to maintain accurate fiscal records of all revenues, expenditures and
allocations.
In addition, this officer operates as the 2nd in command of the department,
commanding its operations in the absence of the Chief.
Records Section
- This office files, maintains and retrieves reports of both document and
computer
file form for the entire operations of the department.
Accounting/Grants
- This person researches, applies for and councils the Chief on the
administering of
grants. They also provide fiscal advice on the usage of budget funds and
obtainment
of funding for specific projects.
Administration
- Composed of the Police Major and six
Police Captains, these officers supervise and
administer the areas of Orientation, Planning, Recruiting, Data Processing,
Technology
and Public Information. As part of the Chief's Staff, they also conduct
the day-to-day
supervision of the department, as well as assist in the long-range planning of
its objectives.
Special Operations
- These officers, supervised by a Lieutenant, are responsible for the
investigation of felonious
criminal activities. While some of these officers are specialist in
various areas of
investigation, all must be adept in handling any cases assigned to them.
Uniform Patrol
- The backbone of any police agency, these men and women are the front-line
troops in the
never-ending battle against crime. Their primary duty is to prevent crime
by effective
patrol techniques, respond to calls for service and otherwise protect the lives
and property
of the citizens of the City of Opelousas. The structure of this Division
is as follows:
Patrol Division Commander - A Captain commands the four Patrol
Teams. His responsibility is to ensure that the
Department's goals and objectives are achieved. This is accomplished
through the adherence
to policy and procedure, as well as using accumulated data to combat criminal
activity. In
the case of major law enforcement events, the Captain will supervise and
allocate resources,
coordinate efforts with other responding agencies and provide after-action
reports.
Shift Lieutenants - These officers supervise the day-to-day
operations of the Patrol Teams. They tend to manpower
allocation, individual officer payroll records and any other logistical needs of
the Team. They
work directly with the Patrol Commander.
Desk Sergeants - These officers are usually the first contact
people have with the Department, either by walking
in or calling for service. They supervise the call assignments by the
Communications Officers,
field any law enforcement related questions and otherwise assist the Shift
Lieutenant with the
operations of the Patrol team.
Field Sergeants - These officers assist and supervise the other
Patrol Officers working in the field. They provide
back-up when needed, give advice and direction to the Patrol Officers and
otherwise assist the
Shift Lieutenant with the field activities of the Patrol Team.
Patrol Officers - These Officers are responsible for the safety of
all citizens in the designated area assigned to
them for the 12 hour shift. They respond to calls and complaints, render
assistance to the
citizenry, back-up other Patrol Officers when required, document and take
enforcement
action on violations, both traffic and criminal in nature. They are the
primary, first-response
element of the Department
Uniform Patrol Division is also supplemented in its action by:
Patrol Support - consisting of:
K-9 Division Community Policing Escort/Traffic Communications Jail-Warden
The final element of supporting personnel are:
S.W.A.T. - The Special Weapons And Tactics
unit is a group of highly trained, specialized officers who
handle high-risk operations. These activities may include arrest/search
warrant operations,
hostage/barricade situations and search/rescue operations. Two Captains,
both with S.W.A.T.
operational experience, command them.
C.S.T. - Crime Suppression Team personnel are on the
streets, behind the scenes, obtaining information
on the street-level crime activities, gathering evidence and arresting those
responsible.
